07 Sept 2011 – The state council has released the provincial targets for energy and emissions reductions in accordance with the 12th 5-Year Plan.  Unsurprisingly regions in the dry 11 including Beijing, Shanghai, Tianjin, Henan, Hebei, and Shandong have more aggressive reduction targets compared to the national average.
